Both countries have now agreed to use the possibility of statistical transfers which was introduced in the 2009/28/EC Directive, which under Article 6 makes it possible for EU Member States to agree to statistically transfer a specified amount of energy from renewable sources from one Member State to another.
This agreement between Lithuania and Luxembourg is the first time that two EU Member States have agreed on statistically transferring renewable energy amounts. Lithuania will transfer a certain amount of energy between 2018 and 2020 to help Luxembourg fulfil its 2020 national target.
Thanks to these cooperation mechanisms, the EU Member States have got greater flexibility to reach their renewable energy targets. In this way, countries with more cost-effective renewable energy production or its abundant potential can help other countries reach their national targets. They can also help the European Union as a whole achieve the 20% renewable energy target in 2020.
